Former Chief Minister Nongthombam Biren expressed that conducting the National Register of Citizens (NRC) prior to the census is necessary to counter the demographic imbalance caused by the influx of outsiders into the state and to identify foreign nationals. He shared this while addressing reporters in Imphal after returning on Tuesday morning from New Delhi, where he met with Union Home Minister Amit Shah to discuss the matter.

Nongthombam Biren, who left Imphal for Delhi on the 16th of this month, met Union Home Minister Amit Shah on Monday evening. Upon arriving in Imphal early Tuesday morning, he disclosed these details to media personnel.

He further stated that the demand of the public to update the NRC before conducting the census in Manipur is also supported by the Manipur Government. In February 2023, the State Cabinet took a resolution, followed by an Assembly resolution, to implement the NRC in Manipur. During that time, the Ministry of Home Affairs and the Registrar General informed that they were aware of the proposal for the NRC in Manipur. Not only that, the Manipur Government also inquired for a second time whether the process would be carried forward
